Duties:

The Director of Capital Construction is responsible for overseeing the construction phase of capital projects in the Chicago metropolitan area. The Director of Capital Construction is the client’s representative during the construction phase of projects and manages general construction contracts in addition to 3rd party Construction Management Consultants as a part of the Capital Delivery Program.

The general duties of this position are to provide management level direction and oversight to a team of Project Managers (PMs) responsible for overseeing the client’s construction and construction management contracts. Capital Construction oversight is performed in accordance with the approved Program design and construction management manuals and procedures, construction contract documents, quality management system, and safety procedures to complete projects on schedule and within the established budget.

Primary Functions:

  • · Coordinate and communicate with client’s internal departments including, but not limited to, procurement, grants, permitting, accounting, and rail operations.

  • · Assist procurement with bid forms, pre-bid conferences, and proposal evaluations as required.

  • · Assist in scope development and cost estimates for procuring Construction Management services through a Task Order process.

  • · Monitor the work of CM firms for compliance with their scope of work, budget, technical issues, safety, and other project related requirements.

  • · Provide direction to Capital Delivery construction PMs in the review and enforcement of contract documents, project schedules and budgets.

  • · Direct, manage, and coordinate the Program team overseeing construction projects to verify that all design and field construction issues are addressed, resolved, and documented in a timely manner.

  • · Monitor the monthly updates of the Master Program schedule for all active construction projects and construction management activities.

  • · Monitor through PM/CMs that minutes of progress meetings are recorded and distributed to all respective parties and report on contract status.

  • · Coordinate and review contractor requests for change orders and prepare contract change notices with all justification documentation.

  • · Communicate and implement Program safety rules, policies, and procedures; maintain accountability for the safety performance of all subordinate employees.

Minimum qualifications:

  • · BS degree in Engineering, Construction Management or a related field, or the equivalent combination of education, training and/or experience.

  • · 10 Years supervisory experience managing multiple, large-scale complex projects simultaneously.

  • · Extensive practitioner experience working for a general contractor and/or construction management consultant.

  • · Demonstrated construction experience in a railroad environment.

  • · Demonstrated ability to manage multiple projects and priorities under tight constraints.

  • · Must possess strategic and tactical skills required for planning and executing complex projects.

  • · Strong, results-driven leadership is required, encompassing effective oral and written communication, motivation, and team building/team performance skills.

  • · Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.

  • · Strong Safety and Quality Focus.

  • · Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g., Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.

  • · Experience with web-based documentation management systems.

  • · Ability to work effectively with internal and external stakeholders.

  • · Valid driver’s license

Additional preferred qualifications:

  • · Considerable experience in general contracting environment and/or construction management of multiple construction projects and / or programs in an active railroad environment.

  • · Licensed as Professional Engineer or Architect.

  • · Certified Construction Manager (CCM)

  • · Project Management Professional (PMP)

  • Work environment:

  • · Combination of office and field environment.

  • · Position must be available to respond to emergencies in all weather conditions, 24/7.
