Job Description Summary

This position leads the Sourcing team for all Saudi projects and ensures fulfilment of Sourcing commitments towards the project by acting as a project procurement leader for MSD, BOP, HRSG and Factory scope (as needed) in the Project.

Saudi NU Sourcing Leader is the main point of contact in the project for all matters related to procurement and will liaise with all sub-functions within the Sourcing department.

This person owns all Sourcing deliverables for the project (ie SQDC) and will report on Sourcing progress in the monthly operating reviews.

Roles and Responsibilities

Responsible for all Sourcing activities within his/her project for all the equipment and spare parts in his/her scope. This results in the preparation & application of common approach such as, but not limited to defining and applying of the contract requirements within the project (i.e. sourcing restrictions; financing restrictions etc.)

  • Ensures a smooth hand-over of supply chain management related scope between tender team and project execution team

  • In close cooperation with PTM reviews and updates the purchasing strategy (i.e. top ten list, EPP) and the project specific sourcing concept (procurement concept)

  • Secures that purchasing strategy is in line with commodity strategy and suppliers in EEP are target panel supplier with minimal deviations

  • Reports monthly on sourcing progress for the project working with global project sourcing team.

  • Leads new supplier development for suppliers in Saudi and the region specifically for the Saudi project.

  • Verifies budget with Project Finance Manager and resolves budget allocation discrepancies

  • Comments on baseline project schedule and works closely with project scheduler throughout the project to optimize procurement schedule

  • Understands the commercial part of the EPC contract and issues the project related purchasing conditions (PRPC).

  • Responsible for ERP rollout and necessary vendor extensions for the legal entity which will be used for PO issuance based on contractual legal chart

  • Updates vendor list and ensures client’s approval in close collaboration with project engineering manager (PEM) and the Project Director (PD)

  • Coordinates on- and offshore procurement activities including turnkey sub-contracts.

  • Controls timely issuance of the purchase orders within budget

  • Supports Commodity Manager in contract claim management and ensures vendor recovery

  • Supports GCL/CSL/Buyer in invoices release, warranty and bonds management, as well as in the most prominent order negotiations (high value; critical contract set-up) when and if required

  • Performs weekly meetings with the participation of project quality manager, PEM, lead engineers, scheduler and PM/PD to review procurement progress and generates the weekly PO progress review minutes of meeting

  • Establishes and distributes monthly progress report, cost summary sheet and claim summary sheet

  • Ensures compliance with the quality and EHS rules from the project, business, sector and corporate within the project for Balance of Plant products

  • Initial contact for all commercial, legal, administrative and organizational plant procurement issues, however limited to the mechanical & electrical BoP of the project assigned to him/her related to supply chain management

  • Primary owner for the following KPIs: Project EAC (cost estimate at completion), OTD (on time delivery)

  • Tracks complete and on-time delivery of the technical specifications through the engineering department

Required Qualifications

  • Bachelor's degree from an accredited university

  • Proven years of Project sourcing experience.

  • Minimum of 7 years of experience in manufacturing, operations, supply chain, engineering, quality or project management.

  • Arabic language proficiency.
