Description of Job

The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. The division regulates and monitors insurance companies in Colorado, as well as insurance agents, ensuring all are following the law.

The Life and Health Policy unit includes the operations and staff of three units, The Life and Health Consumer Services Section, the Market Regulation Section, the Prescription Drug Affordability section, and other policy areas including Primary Care, Behavioral Health, Reinsurance, and Program Management.

Position: SFA 4304

The Prescription Drug Affordability Director position is to direct the Prescription Drug Affordability (PDA) program created through SB 21-175, which requires the Division to implement a program to establish a Type 1 Rulemaking Board to conduct affordability reviews of high-cost prescription drugs and determine an Upper Payment Limit (UPL) that drug purchasers must stay under. This position determines how to best develop processes and content for Board members to review the affordability of high-cost prescription drugs in Colorado and establish UPLs for the highest-cost drugs. The position in collaboration with the Commissioner and Deputy Commissioner, leads efforts within the Division to evaluate the program and make recommendations on program improvements in subsequent years.

Duties include, but are not limited to:

  • Designing the strategy for program implementation, including creating and defining program processes, procedures, guidelines, and reporting needed to successfully implement and manage the PDA program;

  • Planning overall program timelines to ensure milestones and deliverables are met, including deliverables to the legislature;

  • Determining necessary stakeholder communications and outreach on the PDA program;

  • Collaborating with other states running drug affordability programs to share best practices and legal strategy as necessary;

  • Managing all data needs and systems upgrades and modifications affecting the PDA program and ensuring completeness and accuracy of data and carrier reporting;

  • Directing all internal and external communication efforts on PDA for the Division, as it relates to program implementation, legislative analysis, regulatory development, and compliance;

  • Advising the Deputy Commissioners and the Commissioner on the latest data, trends, and analysis of drug affordability, compliance, and new program developments;

  • Communicating and collaborating with other state agencies, community organizations, health experts, and national partners as needed to inform and advance the Division’s PDA program;

  • Drafting talking points in consultation with the Assistant Commissioner to support the Commissioner and Deputy Commissioner in presenting the PDA program publicly;

  • Supporting process improvement projects through the identification of opportunities and solutions for improvement and the implementation of such solutions;

  • Analyzing objectives, identifying and proposing solutions and strategies to address the priorities of the Division, and influencing priorities for the entire Division.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (MQs):

  • A bachelor's degree in business, business administration, health care administration, public health, public administration, law, economics, statistics, or in a closely related field; AND

  • Five (5) years of professional* experience working for a healthcare provider, a non-profit health advocacy organization, in the health insurance industry, in a health policy consulting environment, in pharmacy benefit management, as a prescription drug wholesaler, for a governmental regulatory entity, or in a similar field/industry directly related to the work assignment, conducting at least 2 of the following:

  • I. Policy and data analysis: Experience in the development and analysis of public policy or healthcare, and/or health insurance policy, including identification of impacts, implementation issues, and regulatory requirements. This experience must also include presenting on such analysis to senior leadership;

  • II. Operational management and leadership: Ensuring compliance with policies, laws, and regulations by planning/developing and/or ensuring the follow-through of work processes;

  • III. Program management: Developing program policies, managing resources, and ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration among different stakeholders and/or partners.

SUBSTITUTIONS:

  • A combination of professional* work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level, or knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree;

  • A master's or doctorate degree from an accredited college or university in business, public administration, public policy, education, communication, general studies, or a field of study related to the work assignment will be substituted for the bachelor's degree requirement. Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree

*Professional work involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Preferred Qualifications:

  • Demonstrated experience working in a regulatory environment;

  • Experience overseeing policy development related to healthcare reform and/or prescription drug affordability under both state and federal laws, including drafting complex rules and regulations;

  • Experience working in and knowledge of the pharmaceutical industry, including policies, supply chain knowledge, and experience assessing the value of pharmaceutical drugs;

  • Board management experience (e.g. guiding a board’s policy decisions through recommendations and developing content for the board to guide decision-making);

  • Demonstrated experience interacting with various stakeholders to provide guidance and recommendations and resolve concerns among stakeholders;

  • Demonstrated experience leading teams, including distributing and assigning work, ensuring timeliness and accuracy of work performed;

  • Experience promoting the efficient use of policy and regulatory levers to address barriers and create opportunities to advance healthcare transformation efforts;

  • Formal** supervisory experience over professional-level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate.

**Formal supervisory experience requires accountability for the quality and quantity of work of at least 3 full-time employees of the organization; responsibility for making decisions that affect the pay, status and/or tenure of subordinates; and authority in the hiring, performance planning and evaluation and progressive discipline processes.
