Description:

Health Services Information Systems Programmer/Analyst

Under general direction, performs information systems duties and responsibilities, which may involve the installation and maintenance of application software, data analysis and report development, provision of technical assistance to systems users, and other related duties as required.

Distinguishing Characteristics

Incumbents perform difficult and responsible duties including maintaining multiple large, complex County systems, and providing training and technical expertise to lower level staff. Incumbents at this level must be fully trained in all procedures related to their assigned areas of responsibility; perform the full range of systems analysis and programming duties necessary to support major systems and data extracts; and are responsible for exercising lead direction over lower-level information systems staff.

Incumbents receive direction from supervisory or management staff.

Top Skills:

• Proficiency in C# programming language

• Strong understanding of ASP.NET Core framework

• Knowledge of HTML, CSS, and JavaScript for front-end development

• Familiarity with MVC (Model-View-Controller) architecture

• Experience with Microsoft SQL Server for database management

• Proficiency in Visual Studio IDE for development and debugging

• Ability to work with on prem and Azure cloud services for deployment and hosting

• Knowledge of RESTful APIs for integration with other systems

• Powershell

• Cloud (Intra) and on-prem Active Directory

• Windows Server, IIS, networking fundamentals like TCP/IP, DNS, DHCP, VPNs

• Understanding of source control systems like TFS for version management

• Strong problem-solving and debugging skills

Minimum Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university with a major in Computer Science, Health Information Management, Medical Informatics, Healthcare Administration, Health Science, Business Administration, Public Administration, Engineering, or a closely related field.

Experience: Four (4) years of full-time (or the equivalent of full-time) experience performing software applications programming and/or systems analysis, one (1) year of which included programming responsibility and one (1) year of which must have been in a health services environment.

Substitution for Education: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.

Substitution for Academic Major: One (1) additional year of qualifying experience may be substituted for the academic major.

Knowledge of:

The principles, practices, methods, and techniques of leading systems development and data analytics projects

Advanced programming techniques including integrated database management applications

The operational characteristics and capabilities of database management systems

The principles and procedures of quality assurance and security related to computer applications

The advanced methods and techniques used in the installation, trouble shooting, upgrading and problem resolution of information systems

Advanced methods and techniques of system design, programming and software installation

Advanced principles and practices of software troubleshooting

Ability to:

Oversee quality assurance and security procedures for applications services

Provide information systems project management services

Install, test, and configure hardware and software applications and programs

Work independently in the absence of supervision

Establish and maintain effective working relationships with those contacted in performing job related duties

Provide and promote excellence in customer service for both internal and external customers

Acknowledge and respect cultural and linguistic differences of the County's diverse population

Typical Tasks

Creates test data and performs necessary tests to validate the accuracy of expected results

Accurately implements assigned tasks, both oral and written, within estimated times and costs

Prepares and presents project progress reports for assigned work units or committees, identifying problems and issues and recommending solutions

Prepares and maintains accurate documentation of work performed

Accurately codes new programs or modifies existing programs

Develops applications that meet the specifications provided

Writes database queries, builds reports and dashboards and ETL programming

Meets with customer(s) to discuss and document requests for service

Prepares and presents the information system solutions to business problems

Prepares project descriptions, cost estimates and justifications for new or enhanced system modifications

Prepares specifications for an enhancement or new application

Installs and maintains platform-specific application software

Provides technical assistance to system customers in accordance with the applicable work unit's policies, procedures, methods and techniques

Performs a variety of analysis duties in the design, implementation and maintenance of management information systems or applications

Participates in the evaluation and testing of system upgrades; installs or upgrades software applications; and troubleshoots software and application related problems

Participates in or oversees quality assurance procedures for information systems services and reviews new vendor software for compliance with established standards

Provides customer training for applicable software applications

Develops user training manuals, develops written standards and procedures, and updates and maintains user training manuals as needed

Serves as lead over some or all aspects of assigned information systems and/or applications development, support, and implementation projects

Evaluates and assesses client needs, identifies and recommends resources (including staff, equipment, and materials) and sets project priorities

Monitors and tracks projects by comparing estimates to actual times and costs; reports on the progress or problems on application development or enhancement projects; and proposes solutions when actual figures are projected to exceed estimates

Assists in training less experienced staff within the Information Systems Programmer/Analyst series

Provides information and guidance on applicable information systems policies, procedures, methods and techniques, responds to questions, and assists in reviewing work products

Provides lead direction over other staff

May prepare requests for proposals for vendor services

May attend and participate in professional group meetings and stays abreast of new trends and innovations in the field of information systems
