City of New York Senior Correspondence Liaison for Environment and Planning in New York, New York

Job Description

ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES

*This vacancy is only open to 1) current permanent city employees serving in the Administrative Community Relations Specialist civil service title or 2) on leave from the title or 3) permanent city employees in or on leave from a comparable title (e.g. Administrative Staff Analyst or Administrative Manager) or 4) employees who are reachable on the Administrative Community Relations Specialist or a comparable civil service list.

park system for present and future generations, and care for parks and public spaces. Environment and Planning works to protect, restore, expand, and manage New York City’s green spaces and natural areas to maximize their benefits for

environmental and community health and resilience.

Major Responsibilities

  • Under general direction, with wide latitude for independent initiative and judgment, manage difficult and responsible administrative work for the Environment and Planning division’s communications and correspondence team.

  • Manage the receipt, processing, and tracking of all correspondence assigned to the Environment and Planning division, including messages routed by the Parks Commissioner’s office and those received via letter, email, or phone call from constituents and elected officials.

  • Research and compose high-level correspondence for constituents and elected officials on behalf of the Parks Commissioner, Deputy Commissioner for Environment and Planning, Assistant Commissioners, and Chiefs before established deadlines.

  • Utilize a Microsoft Access database to manage the division's correspondence and track the status of responses. Assist with the development of processes and systems to improve program efficiency and customer service.

  • Support correspondence liaisons and other division staff responding to incoming messages and requests. Route incoming messages to the appropriate staff to ensure proper and timely close out of correspondence in the Agency tracking system.

  • Maintain and update correspondence templates to ensure that division messaging is accurate and to ensure consistency with other Agency communications.

  • Assist with responses to press and social media inquiries as needed.

  • Serve as a liaison between 311, the Office of Technology and Innovation (OTI), and Parks Digital Media for matters including correspondence routing protocols and management of customer service content.

  • Organize and conduct correspondence-related training for division staff.

  • Act as liaison to other Parks divisions and represent the division at meetings with other City agencies and organizations.

  • Conduct research, analyze, and synthesize information to prepare correspondence, presentations, reports, and briefing documents for executive staff of the division.

  • Perform statistical reporting on correspondence trends and response times and utilize data to suggest improvements to customer service.

  • Prepare and review information shared with elected officials, coordinate materials for city council hearings, and represent the division at meetings with elected officials as needed.

Qualifications

  1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or

    1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or

    2. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational

    equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.
