Capability Life Cycle Management (CLCM)

The CLCM is integrated into the System Program Office (SPO) and contracted to deliver through-life asset management of Products being supported (PBS). The CLCM performs asset, sustainment and engineering functions to optimise availability and Total Cost of Ownership (TCO) and minimise risk through life of the PBS. The CLCM works collaboratively via the SPO with Regional Maintenance Centre’s (RMC) to plan maintenance activities and installation of capability upgrades. The CLCM works collaboratively via the SPO with the Design Services Contract (DSC) to plan and execute engineering changes and services. The CLCM delivers functions against the contract scope across the Asset Class Enterprise to support Defence Maritime Capability.

The Opportunity:

The Subcontractor Administrator will be responsible for commercial sub-contract planning and contractual arrangements. This mid-level role will require interaction with a range of internal and external stakeholders, most often managing several commercial tasks simultaneously. The Subcontractor Administrator is responsible for supporting the contract by routine activities and providing accurate, timely, and relevant information.

Skills for this role are typically acquired through an undergraduate/postgraduate degree and a minimum of 3 years of experience in subcontract management, contract management or procurement roles, with experience in contract negotiation and support.

Responsibilities:

  • Responsible for evaluating and managing project and subcontract commercial risks, ensuring the project's finance, insurance, controls, estimating, compliance and procurement activities are in line with KBR’s internal policy.

  • Provide support to the contract and all activities therein, providing support of all commercial aspects of the subcontracts and agreements. Specifically, they will participate in the fulfilment of all contract requirements, interface with internal business areas to ensure and assure contract compliance.

  • Assists with planning, organising, and developing all subcontract documentation required to support the day-to-day delivery of the ACS CLCM outcomes and obtains relevant internal approvals.

  • Responsible for drafting and delivering against the Subcontractor Management Plan and Outsourcing Agreements.

  • Supports the Commercial Manager in the contractual, procurement and financial activities and relationships including, but not limited to Assist with the planning for, undertaking due diligence, engagement, and management of subcontractors. This includes ensuring subcontractors are utilising skilled, competent, and authorised subcontractors.

  • Contributes to negotiations of key subcontracts and purchase orders, including appropriate flow downs, other risk, and compensation provisions from the prime contract.

  • Responsible to the Commercial Manager for provision of CLCM Commercial Services and commercial elements of CEI business cases within the CLCM Contract.

  • Responsible to the Commercial Manager for the conduct of Risk Management across the ACS CLCM.

  • Support Contract Performance Reviews and inputs to the contract reviews with the client and subcontractors.

  • Ensures the Subcontracts and Subcontracts are aligned with export controls protocols and international trafficking in arms regulations (ITAR) compliance.

As the ideal candidate you will bring:

Essential:

  • Possess a relevant recognised tertiary qualification in Business, Legal, Finance or similar, or demonstrate relevant professional experience.

  • Have a minimum of three years’ experience in a similar role.

  • Experience in Defence and Commonwealth Government finance and contracting policy and practices.

  • Experience in financial planning, pricing, planning, billing procedures and subcontract administration.

  • Have an understanding of the compliance requirements with export controls and the US International Traffic in Arms Regulations (ITAR) is desirable.

  • Demonstrated ability to develop and maintain spreadsheet models.

  • Experienced user of MS Office products.

Desirable:

  • Higher degree.

  • Experience with SAP

  • Change management experience.
